"In my eyes his license the right to firearms, I, and certain weapons have, to borrow a rifle for hunting. I live in Saskatchewan, Canada, anyone know what the laws are in this regard. Is it a problem when it stopped by a CB, during the hunt and can not be a liscense ...

It is absolutely necessary to firearms certificate (FAC or PAL, if not expired) and your firearm must be recorded.

I know someone in his situation, was arrested by the DNR, had confiscated their weapons, and several charges accordingly. No penalty for hunting without a license, registration, etc.

He can not borrow their weapons until guns licensed, end of discussion. It could, however, use a vertical bow (not) Crossbow, to avoid this little problem, but that's all.
